Board Members requested district staff work collaboratively with parents who brought the issue before them to address both school procedural needs and parents' expectations in the creation of a recess plan as part of an Elementary Recess Committee. The approved guidelines, which will be effective in August 2016, mandate that all elementary and K-8 schools in Osceola County provide kindergarten through Grade 5 students with a minimum of 20 minutes of recess on regularly-scheduled school days and a minimum of 10 minutes of recess on early-release days. Other guidelines state that recess shall not be withheld from students for punitive or academic reasons, and that recess shall not replace physical education instructional time. According to the plan, recess may be held in various locations, with the understanding that an outside location is the priority, weather and space permitting.

"The Osceola School District is leading the state in ensuring whole child development with the passage of this new Recess Plan," said School Board Chairman Clarence Thacker. "With the help and collaborative input from parents and school/district personnel, the School Board was able to implement guidelines that meets the needs of everyone, especially our students."
